It took years to enact, and now after months of partisan debate and a thousand pages of Washington doublespeak, we have health care reform. And whether you are in favor of the coming reforms or not, one sentiment seems pretty universal: What the heck is in the bill?! Freeze investigated to find out the basics and the not-so basics of the bill.
At the most foundational level, the bill is aimed to reduce health care inequalities and provide coverage to 32 million people currently without health insurance. Some of the essentials are as follows.
• Insurers are automatically forbidden from denying coverage or charging more for children with pre-existing conditions. By 2015, this will apply to everyone.
• Children may stay on their parents insurance until the age of 26. Previously, most children were bumped when they graduated college.
• Insurance companies will no longer be able to drop people from plans if they become sick.
• Lifetime caps that restrict how much coverage a person may receive will be banned.
• Insurers will be required to spend 80-85 percent of their premium dollars (depending on the size of the company) on medical services. If less is spent, they will be required to issue rebates to policyholders. This should end the problem of insurance companies collecting huge premiums and using them to pay their CEOs millions instead of paying fairly for their customers medical treatments.
• Insurance plans in the state exchanges will not be required to cover abortion services. An abortion rider must be purchased separately.
Yet, 1000 pages leaves room for a number of other additions to the bill. Some relevant, some not so much, and some pretty cool. The following are some of the most interesting additions to the health care reform bill.
Restaurant Labeling
Restaurant chains with more than 20 locations will be required to post “nutrient content disclosure statements” directly next to the item on the menu. This includes calorie counts and fat content...bye-bye, Big Macs!
Swag Disclosure
There is a lot of controversy about the influence gifts from pharmaceutical companies may have on rates of prescribing. With the reform bill, when these companies give gifts, food, travel, entertainment, etc. to physicians, they must report this to the Secretary of Health and Human Services. Freedom to Pump
Workplaces with more than 50 employees will be required to provide break time and a location other than a bathroom for breastfeeding mothers to pump breast milk for the first year of their child's life.
The Tan Tax
Starting this summer there will be a 10 percent excise tax on indoor tanning services. UV-free spray tans are exempt from the tax, so feel free to get some (non-damaging) color for the summer for a lot less.
Adoption Credits
Beginning with the 2010 tax season, the federal adoption credit will increase by $1000 per child.
